Luciana Temer, a mais velha entre os cinco filhos do presidente Michel Temer, evita ser reconhecida apenas por essa qualidade. Por causa dela, quase perdeu o emprego de maior projeção de sua carreira, o comando da Secretaria da Assistência Social da prefeitura de São Paulo, na gestão Fernando Haddad. “Quando recebi o convite, aceitei. Mas Haddad precisou consultar meu pai porque era um cargo do PMDB, visado por outros vereadores.” Temer disse não ao petista. “Fui até a casa dele e perguntei o porquê daquilo. Ele disse que eu apanharia muito por ser sua filha. Respondi: ‘Enquanto você viver, estarei nessa posição. Eu aguento. Você aguenta?’.” O pai recuou. No ano passado, Luciana foi convidada para falar na ONU sobre a experiência que teve no cargo, com o programa de acolhimento a usuários de drogas na Cracolândia. O comando da pasta foi, também, uma experiência turbulenta. Ela estava na prefeitura durante o processo de impeachment, em que o PMDB, partido de seu pai e do qual ela também foi filiada, rompeu com o governo. “Foi difícil, mas meu pai e o Haddad me apoiaram.” Desde então, tem explicado aos filhos como lidar com os ataques dirigidos ao avô.

Nascida no bairro do Pacaembu, onde morava com a mãe, Maria Célia de Toledo, e duas irmãs, Clarissa e Maristela, frequentou colégios católicos paulistanos. Passava as férias em Tietê, no interior paulista, terra natal do presidente. “Ele declamava poemas durante a viagem”, diverte-se. Sonhava em ser psiquiatra, mas, como o pai, formou-se em direito. Casou-se aos 27 anos, com o advogado Fernando Castelo Branco, seu colega de faculdade. Separou-se 15 anos depois. Em 2013, engatou um namoro com o ex-controlador-geral do município, Roberto Porto, que durou até o fim do ano passado. O rompimento foi notícia em colunas de fofocas. “Por que isso pode interessar a alguém?”, reflete, com uma mistura de espanto e indignação.
MARIE CLAIRE Em abril, o governo federal se posicionou pela atual legislação do aborto no Brasil. Você é a favor da legalização?
LUCIANA TEMER Sou. Essas hipocrisias sociais precisam ser rompidas. Precisamos de uma ação que acolha a mulher que abortará de qualquer forma. Cinquenta e cinco mil mulheres abortam por dia no mundo, 95% delas estão em países em desenvolvimento e 200 morrem. No Brasil, é a quarta causa de morte materna. E são as classes menos favorecidas que pagam o preço.
MC Já fez?
LT Não, mas faria se tivesse engravidado aos 17 anos, por exemplo, e achasse necessário.
MC No último Dia da Mulher, o presidente fez um discurso infeliz em que ressaltou o papel feminino na criação dos filhos e na percepção da oscilação dos preços no supermercado. O que achou disso?
LT É o discurso que eu gostaria de ouvir no Dia Internacional da Mulher? Não. Mas é o que ele acredita e falou para muitas mulheres que vivem dessa forma. Até hoje fala: “Sou grato porque sua mãe criou muito bem vocês”. Também me dizia que a Procuradoria do Estado é uma ótima carreira porque é meio período. Na lógica dele, você tem que se fortalecer profissionalmente, mas também cuidar dos filhos. Mas é importante dizer que sempre me incentivou a ser independente financeiramente.
MC Ele também foi muito criticado por ter tirado as mulheres do ministério quando assumiu a Presidência. Como vê isso?
LT Tinha que ter colocado mais mulheres e falei isso para ele. Mas, veja, a política ainda é predominantemente masculina. Na gestão do Haddad, que é um homem moderno, tinha quatro mulheres e 27 secretários. Imagine meu pai, que está na política há muitos anos e cuja afinidade recai sobre homens.
MC Você é feminista?
LT Luto pela igualdade de direitos e de oportunidades entre homens e mulheres. Nesse aspecto, sou feminista, sim.
MC E em qual não é?
LT Afastar os homens da discussão ou tratá-los com agressividade são caminhos errados. Queremos companheiros e andar lado a lado.
MC Uma das discussões mais polêmicas entre as feministas é a questão da legalização da prostituição. Você é a favor da regularização como profissão?
LT De mulheres adultas? Sim. A mulher adulta decide o que fazer com o corpo dela. Mas sou favorável a trabalhar o empoderamento dela, principalmente quando criança. Ela precisa saber que existem outros caminhos. As meninas que se prostituem, para além da indignidade pessoal, abandonam a escola. Quando a mulher não se qualifica, acaba casando com um sujeito que a tem na mão. Aí vem a violência doméstica, calcada na relação de submissão, que só acaba quando ela se empodera economicamente.
MC Seu primeiro trabalho depois de formada foi como delegada da mulher. Por que optou por essa carreira?
LT Assim que me formei, prestei concurso para a delegacia de polícia e passei. Não era algo que planejava, mas uma professora da PUC, onde estudei, que era titular da Delegacia da Mulher de Osasco (SP) e de quem eu gostava muito, me chamou para trabalhar. Foi uma escolha acertada. Entrei em contato com uma realidade que jamais teria conhecido. Lembro do caso de uma professora que denunciou um pai que tinha tido relação com a filha de 13 anos. Fiquei indignada. Quando o sujeito chegou para depor, tinha acabado de se mudar para São Paulo. Enquanto eu vociferava, ele me olhava como se eu fosse uma louca. Virou-se e disse: “Doutora, é minha filha, tenho direito. Não vão usar? Então posso ser o primeiro”. Percebi que ele não estava entendendo o que eu dizia. A minha concepção moral não era a mesma dele. Isso mostra que a violência sexual tem um componente cultural muito forte. É inadmissível, claro, mas é preciso conhecer essa lógica para combatê-la efetivamente.
MC Hoje você está à frente do Instituto Liberta, que combate a exploração sexual de crianças no Brasil. Qual é a sua missão?
LT Mudar a mentalidade do brasileiro com relação à prostituição infantil. Erradicar é impossível, infelizmente ela existe no mundo todo, mas dá para mudar a cultura. Fizemos um filme publicitário que a Rede Globo passou no horário nobre antes do Carnaval, e houve um aumento de denúncias. Acabei de voltar do Pará, onde fui investigar a situação da exploração de crianças em balsas nos rios. A denúncia é a de que os próprios pais as entregam aos barqueiros que, durante a noite, as estupram e depois entregam “a conta” para o pai, que cobra pelo serviço.
MC Foi convidada para o posto por causa do seu trabalho na prefeitura?
LT Esse era um dos assuntos da Secretaria da Assistência Social, mas não o foco. Foi engraçado porque, quando fui me encontrar com Elie Horn, dono da Cyrela, a mantenedora do Instituto e uma figura muito franca, ele falou: “Sabe por que te chamei? Porque você é filha do presidente e quero que toque o coração do seu pai sobre essa questão”. Dei risada e falei: “É uma questão importante, vou ajudar, mas temos que esperar o resultado das eleições porque, se o Haddad ganhar, vou continuar trabalhado com ele”. Gosto demais dele e da mulher, a Ana Estela. Espero trabalhar novamente com o Haddad, tenho esperança de que ele volte.
MC Com ele, você trabalhou no De Braços Abertos, um programa com usuários de crack, e foi falar sobre isso na ONU. Como foi isso?
LT Logo que assumiu, o prefeito levou alguns secretários para a Cracolândia e falou: “Isso é indigno. Vamos achar uma solução”. No começo, oferecemos água, sopa, chocolate quente aos usuários. Colocamos colchões e as pessoas, que antes fugiam do poder público, começaram a vir. Oferecemos serviço de saúde. Meses depois, havia tendas nas ruas e decidimos acomodar os beneficários nos hotéis da região. Conseguimos incentivos para que trabalhassem. Muitos começaram a reorganizar a vida, tirar documentos. Um dia, um jornalista me ligou dizendo que tinha uma denúncia séria sobre o programa. “Tem uma beneficiária que trabalha e usa o dinheiro para comprar crack.” Perguntei quem – conhecia os 400 beneficários pelo nome. Era a dona Irma. Respondi que ela, aos 60 anos, estava na rua havia 15, usava crack havia dez. Agora, morava em um hotel e conseguia comprar o que precisava com o próprio dinheiro. Isso, na verdade, era a prova do sucesso do programa. E sabe o que aconteceu com dona Irma?
MC O quê?
LT Ela conseguiu um emprego formal em uma empresa de limpeza e alugou sua própria casinha. O programa também diminuiu os índices de criminalidade na região.
MC Defende a legalização das drogas?
LT Sim. A proibição já deu errado. Nos últimos dez anos, dobramos o sistema prisional brasileiro. O causador disso foi o tráfico de entorpecentes, que passou de quarto para primeiro motivo de prisões. Quem vai preso? O preto, o pobre, o da periferia, a mulher que levou droga pro marido. Mais de 75% das prisões não são de inteligência, são feitas pela Polícia Militar: é o menino que é abordado ali e é preso.
MC Já experimentou alguma?
LT Já experimentei maconha quando era jovem. Não gosto, não faço apologia do uso. Mas, se legalizar, fica mais fácil de lidar com a situação.
MC Você foi secretária de um governo petista durante o processo de impeachment. Como isso afetou sua vida profissional?
LT Foi muito desgastante, difícil. Tinha petistas indignados que pressionaram o prefeito para me tirar. Seria mais confortável para ele, mas decidiu me manter e sou muito grata por esse apoio. Por outro lado, também pressionaram meu pai. Como a filha dele participava de uma gestão que gritava “Fora, Temer”? Mas ele também não me pediu para sair em momento algum. As pessoas achavam que eu trabalhava com o Haddad porque era rompida com meu pai, o que é uma grande bobagem. Temos posições ideológicas diferentes, mas eu o respeito e admiro.
MC Como é ouvir “Fora, Temer”?
LT Ah, é desconfortável. Uma vez, eu estava fazendo uma plenária com o Haddad e uma líder comunitária subiu no palco e falou: “Não aguento, sou vermelha desde criancinha. Fora, Temer!”. Eu estava no palco. Ficou um silêncio. Peguei o microfone e falei: “Mas não eu, tá?”. Todo mundo riu. Não é pessoal, não é contra mim.
MC Na época do impeachment, publicaram uma notícia de que você era contrária ao processo. É verdade?
LT Essa foi uma situação cruel. Os jornalistas me ligavam e eu respondia que não falo sobre esse assunto. Não falo até hoje. Dou aula de direito constitucional na PUC e meu tema no ano passado era o Poder Executivo e as responsabilidades do presidente da República. Veja bem, fui sorteada. Logicamente, tinha muito questionamento dos alunos a esse respeito, minhas aulas estavam sempre lotadas. O que aconteceu foi que um aluno gravou a aula e passou para um jornalista. Fiquei mal, achei uma traição inaceitável. Na semana seguinte, os alunos fizeram um pedido de desculpas. Discutimos a questão e expliquei a gravidade do acontecimento. Só houve um momento em que gravaram professor na PUC: na ditadura.
MC O que você disse?
LT Falei que um impeachment não é algo a ser comemorado. É um sinal de que algo não vai bem, um momento de tristeza. Não é bom para o país ter dois impeachments em pouco mais de 20 anos. Agora, se você me perguntar qual era a situação do país naquele momento, respondo que estava numa ingovernabilidade. O que levou a esse momento ruim é outra história…
MC Qual história?
LT Assim que ela [Dilma Rousseff] se reelegeu, começou uma campanha para derrubá-la e colocar o Aécio [Neves], disso não tenho dúvida. Esse processo levou a uma crise insustentável? Levou. E disso meu pai está totalmente isento, porque foi eleito para cumprir os dois mandatos com ela.
