Atos de Extremismo

O sequestro de 276 meninas pelo grupo extremista Boko Haram na Nigéria, as decapitações de jornalistas e voluntários de ajuda humanitária por militantes do grupo que se autodenomina “Estado Islâmico” e o assassinato a sangue frio de mais de 130 crianças em uma escola de Peshawar pelo Talebã foram alguns dos atos de terrorismo que marcaram o ano de 2014.

Mas diante do crescimento de atos de extremismo como esses, é necessário fazer várias perguntas antes do início de 2015.

Estamos vivendo em um mundo menos seguro há um ano por causa do extremismo? O que aprendemos sobre a natureza do extremismo terrorista e o que ele nos diz sobre como será o futuro?

A primeira observação importante a se fazer aqui é a de que esses grupos não surgiram de repente em 2014 e se tornaram organizações sanguinárias.

O que mudou é que agora o mundo ocidental se deu conta dos horrores praticados por eles.

Táticas brutais

Abu Musab al-Zarqawi já havia mostrado seu gosto pelas decapitações em 2004, quando fundou a Al-Qaeda no Iraque – que eventualmente se converteu no “Estado Islâmico” (EI).

Muito tempo depois de sua morte, em 2006, o grupo ampliou bastante seus métodos repulsivos. Por exemplo, em junho de 2013, decapitou dois homens em público.

O Vaticano identificou uma das vítimas como um padre católico, mas depois isso foi desmentido por várias fontes.

O fato é que horrores parecidos com os que o “EI” tem cometido agora acontecem há mais de uma década sem que ninguém dê atenção a eles.

O Talebã do Paquistão também assassina brutalmente há anos.

No histórico criminal do grupo é possível encontrar bombardeios em mercados, mesquistas e em casas onde havia homens, mulheres e crianças inocentes. Ataques como esses aconteceram quase toda semana na última década.

O massacre da escola de Peshawar se diferencia desses episódios porque foi em grande escala e atacou diretamente famílias da elite paquistanesa.

Na África, o Boko Haram nasceu em 2002. Sete anos mais tarde, a organização já havia matado mais de 5 mil pessoas, a maioria civis, mas só foi classificado como “terrorista” pelos Estados Unidos no fim de 2013, meses antes do sequestro impactante das alunas na escola.

As famílias delas viveram um pesadelo com as informações sobre casamentos, violações e assassinatos das garotas. Enquanto isso, ainda não há nenhuma perspectiva sobre a liberação delas.

Estratégias

O êxito recente obtido por esses três grupos se deve tanto à falha dos governos onde eles estão estabelecidos quanto a suas próprias estratégias.

O Boko Haram explora as injustiças causadas pela corrupção e ineficiência do governo nigeriano, que, em parte, decorre da própria corrupção alimentada por algumas das empresas que operam na região.

O exército nigeriano se viu incapaz de derrotar o Boko Haram, enfraquecido principalmente pela corrupção endêmica no Ministério da Defesa e no próprio Exército.

Já o “EI” ficou mais forte saqueando grupos apoiados financeiramente e materialmente pelo Ocidente, que visava fortalecer a oposição síria.

O grupo conseguiu conquistar “simpatizantes” nas áreas sunitas do Iraque graças à carta branca dada às milícias xiitas pelo regime de Nuri al-Maliki (2006-2014), que levou à tortura e assassinato de milhares de sunitas e membros do partido Baath (de Sadam Hussein).

As conquistas territoriais do “EI” se devem a seus brilhantes comandantes e combatentes, mas também à politização dos altos cargos militares no Iraque, à má gestão das finanças públicas e à ausência de uma liderança nacional.

O Talebã no Paquistão, por sua vez, também sobreviveu graças a uma falta de decisão do exécito paquistanês para aniquilar o grupo – o que se deve ao desejo de separar os elementos que eram úteis para a política exterior do país dos que não eram.

Supostamente, o vizinho Afeganistão estava julgando o mesmo ao permitir que o líder do Talebã paquistanês, Mullah Fazlullah, ficasse refugiado em seu território.

Antes, o exécito do Paquistão havia cedido às demandas de Fazlullah para implementar a lei islâmica em certas áreas.

Mas em vez de servirem para acalmar os ânimos, as concessões feitas fizeram o Talebã ainda mais forte.

Redes sociais

O que essa evolução nos revela é que as organizações extremistas precisam ser confrontadas o quanto antes para impedir que ganhem força e comecem a usar táticas cada vez mais aterrorizantes.

Um confronto bem-sucedido requer uma forma de governar justa e efetiva e uma estratégia de segurança que combata todos os extremistas, sem proteger ninguém que possa ser útil para benefícios políticos de curto prazo.

O terrorismo é, em essência, um ato retórico que busca transmitir uma mensagem. Sem uma audiência, não tem utilidade.

Assim, o crescente uso das redes sociais por essas organizações faz com que seja ainda mais essencial enfrentar o extremismo.

Mesmo que se conseguisse combater essa “propaganda” via redes sociais fazendo com que as empresas de internet censurassem as comunicações extremistas, esses grupos sempre achariam um jeito de fazer chegar sua mensagem – da mesma maneira que sempre conseguem colocar bombas e armas em determinados lugares mesmo com fortes esquemas de segurança.

O desafio para nossa sociedade é reagir e responder às mensagens dos radicais de uma forma diferente.

Os extremistas fazem e dizem coisas que acreditam que os farão ter sucesso. Quando os jornalistas e os especialistas comentam sobre as mensagens passadas pelos terroristas, estão ajudando esses grupos sem querer.

É pouco realista ignorá-los, mas destacar suas falhas cada vez que se noticia algo sobre o terrorismo é uma maneira importante de encontrar um equilíbrio.

Não foi dado o destaque devido para o fracasso da estratégia do “EI” de usar vídeos de decapitações para impedir que o Ocidente se envolvesse no Iraque.

Também não foi divulgado de forma suficiente o posicionamento contrário da maioria do povo muçulmano a esses três grupos extremistas.

O lado positivo do processo é que o extremismo perdeu a “aura” de defesa de uma causa nobre.

Ao atacar crianças, escolas, jornalistas e voluntários, esses grupos expuseram sua ignorância, sua ausência de humanidade e sua covardia.

Nenhum tipo de discurso poderia ter revelado isso de maneira mais efeitva do que o próprio comportamento dos terroristas.

Até a Al-Qaeda e o Talebã do Afeganistão se viram forçados a condenar as ações do “EI” e do Talebã paquistanês – ainda que esses grupos tenham surgido de dissidentes da própria Al-Qaeda e do Talebã afegão.

O comportamento do Boko Haram, do “EI” e do Talebã do Paquistão não só descredita a Al-Qaeda e o Talebã do Afeganistão, como também a própria ideologia que os inspira.

A própria ideia de misturar religião e ativismo político, que foi iniciada pela Irmandade Muçulmana no Oriente Médio e pelo Jamaat-e-Islami no subcontinente indiano, está agora sendo questionada seriamente.

Suas ideias sobrevivem não porque as pessoas concordam com elas, mas porque as formas de governo alternativo nos países em questão não conseguiram oferecer dignidade nem os padrões de vida que seus cidadãos desejam.

Progresso lento

A adesão ao terrorismo foi reduzida ao mito do êxito por meio da violência. Enquanto o “EI” puder continuar controlando os territórios que dominou até agora, continuará atraindo gente de todo o mundo que se vê seduzida pela ideia de lutar para criar um estádo “utópico”.

E enquanto o Talebã do Paquistão puder matar membros das minorias religiosas e atacar as Forças Armadas, seus membros – que passaram por uma lavagem cerebral – irão se sacrificar para cometer atos de terrorismo e estabelecer sua interpretação da lei islâmica.

Quanto à Nigéria, enquanto o Exército recuar diante do Boko Haram, eles seguirão capturando e abusando de crianças de todas as origens para impedir o que consideram como influências estrangeiras.

Em 2014, os terroristas islâmicos entregaram ao mundo uma vitória parcial por desacreditarem de sua própria ideologia. O que falta para a vitória total é o estabelecimento de governos melhores, tanto no nível nacional, quanto no nível internacional.

Também é necessário o uso mais rápido e efetivo da força para conter os avanços operacionais e de território desses grupos, porque é por aí que eles definem seu sucesso.

O que nos impede de ser otimistas para 2015 é o progresso tão dolorosamente lento nessas duas frentes.
