Combate a violência de gênero

A questão da violência e dos estereótipos de género vai começar a ser tratada nas salas de aula, do pré-escolar ao 12.º ano, já a partir do próximo ano lectivo. “Estas questões têm que começar a ser trabalhadas no pré-escolar, para que as crianças as encarem como negativas desde muito cedo, tal como hoje fazem a reciclagem a partir dos três anos”, anunciou a secretária de Estado para a Cidadania e Igualdade, Catarina Marcelino.

Contra uma “cultura de violência que está instalada” nas relações entre homens e mulheres e que leva a que todos os anos dezenas de mulheres apareçam mortas às mãos dos actuais ou antigos companheiros, Catarina Marcelino apontou a prevenção como caminho a seguir na estratégia governamental. “É no pré-escolar, entre os três e os cinco anos, que nós, enquanto seres sociais, integramos de uma forma quase definitiva o que é ser homem e o que é ser mulher. E, portanto, trabalharmos os estereótipos nestas idades produz efeitos”, insistiu, antecipando assim a filosofia norteadora da estratégia de Educação para a Cidadania que, a partir do próximo ano lectivo, vai chegar às escolas de todo o país. “A proposta visa trabalhar na sala de aula os temas dos direitos humanos e dos estereótipos de género, onde se inserem as questões da violência e da desigualdade, com profissionais de educação. Estamos ainda a estudar se haverá o envolvimento de outras organizações”, concretizou a governante, numa antevisão da iniciativa que deverá ser apresentada “em breve”, conjuntamente com o Ministério da Educação.

No mesmo dia em que a campanha de combate à violência no namoro “Muda de Curso”, iniciada em Outubro de 2016, chegou aos outdoors de todas as cidades com politécnicos ou universidades – naquela que é a segunda fase da campanha –, Catarina Marcelino anunciou ainda o lançamento de uma linha de financiamento até 50 mil euros de projectos que venham a ser desenvolvidos por associações ou federações académicas e que, “de uma forma disruptiva e impactante”, combatam o fenómeno. “Cada projecto pode ser financiado até um máximo de cinco mil euros e a ideia desta linha é promover iniciativas criativas dentro das universidades que permitam trabalhar estes temas com os jovens”, explicou, acrescentando que as iniciativas podem ir de TEDtalks a conferências, teatro, conferências, momentos musicais ou produção de merchandising.

A estas iniciativas, apresentadas no dia dos namorados, Catarina Marcelino somou ainda a notícia de que sete projectos desenvolvidos por organizações não-governamentais passaram a contar com financiamento governamental. Destinados todos eles a “desmistificar quer as questões da violência quer as questões de género nas relações de poder”, nomeadamente no namoro, os projectos chegam no seu conjunto a 15 mil jovens, dispondo de um financiamento global da ordem dos 650 mil euros.

O crime de violência no namoro ganhou explicitação no Código Penal em 2014, ano em que foi acrescentada uma alínea específica ao artigo 152º, relativo ao crime de violência doméstica. E, naquele ano, as autoridades registaram um aumento significativo das queixas. Entre 2015 e 2016, PSP e GNR registaram um aumento de 6% no número de queixas. Foram 1975 em 2016. Já em 2014 tinham sido registadas 1691 queixas. Até então, apenas a PSP dispunha de dados susceptíveis de permitirem a monitorização da violência entre namorados e, no caso desta força policial, as queixas haviam aumentado de 1049 em 2013 para as 1550 de 2014.
