Combate à violência avança pouco

As declarações ofensivas do deputado federal Jair Bolsonaro (PP-RJ) contra a deputada Maria do Rosário (PT-RS) durante um discurso na Câmara nesta quarta-feira 10 voltaram a causar indignação e levaram quatro partidos – PT, PC do B, PSOL e PSB – a pedir a cassação do parlamentar.

Durante o discurso, Bolsonaro afirmou que só não estupraria a colega porque ela “não merecia”. Atitudes como a do deputado contribuem para perpetuar o machismo e a violência contra a mulher, ainda bastante presentes no país.

Em 2014, casos de abuso sexual a mulheres no transporte público e o incentivo a esse assédio em uma página no Facebook causaram revolta no Brasil. O fato mostra como a violência contra a mulher continua presente em espaços públicos e privados.

Há 40 anos, a ONU abriu o debate sobre o tema e declarou 1975 como o Ano Internacional da Mulher, um marco no reconhecimento da igualdade entre homens e mulheres e no combate à discriminação, além da ampliação de direitos às mulheres.

Em 1995, na quarta conferência sobre mulheres das Nações Unidas em Pequim, a organização traçou metas para acabar com essa violência. Passado 20 anos, apesar dos avanços, as mulheres continuam em situação vulnerável.

“O que determina a violência contra as mulheres é precisamente a questão cultural do machismo. Essa ideia de que homens e mulheres não são iguais”, afirma Nadine Gasman, representante da ONU Mulheres Brasil.

De acordo com a Organização Mundial de Saúde (OMS), 35% das mulheres no mundo foram vítimas de violência física ou sexual em 2013. Em alguns países, essa realidade atinge 70% da população feminina.

Segundo a porta-voz da Anistia Internacional na Alemanha sobre violação de direitos humanos das mulheres, Gunda Opfer, a violência doméstica, cometida por parceiros ou familiares, é a forma mais frequente de agressão contra mulheres. Em uma pesquisa entre 45 países, o Paquistão foi o líder na violência doméstica, seguido da Rússia e da Bolívia.

Números elevados no Brasil

No Brasil, os números da violência contra a mulher também são alarmantes. Assim como em outros países, 71,8% das situações de violência física ou sexual cometidas contra a mulher ocorrem no ambiente doméstico.

Além disso, uma pesquisa realizada com jovens entre 16 e 24 anos mostrou que 78% das mulheres já foram vítimas de assédio em locais públicos, sendo que 31% delas já sofrem abuso dentro do transporte público.

“As causas para a discriminação e a violência contra a mulher são as tradições enraizadas de que a mulher não possui os mesmos direitos que os homens, tradições de que as mulheres são consideradas seres humanos de segunda classe e tratada quase como propriedade dos homens”, afirma Opfer.

Segundo Gasman, a visão de que homens e mulheres não são iguais e o pensamento machista também são propagados pelas próprias mulheres. E justamente essa forma de pensar é o que leva uma grande parcela da população a culpar a vítima pela agressão sofrida, além de concordar com atitudes machistas.

Uma pesquisa entre jovens brasileiros mostrou que 25% dos entrevistados acreditam que mulheres que usam roupas curtas estão se oferecendo e 48% dos ouvidos acham errado a mulher sair sozinha só com amigos.

Já na pesquisa Tolerância social à violência contra a mulher, do Ipea, divulgado no início deste ano, 58,5% dos entrevistados concordam que se as mulheres soubessem como se comportar, haveria menos estupros no Brasil. Enquanto 42,7% dos ouvidos disseram que se a mulher agredida continua com parceiro é porque ela gosta de apanhar.

Educação para combater a violência

Para a integrante da Comissão de Estudos à Violência de Gênero da Ordem dos Advogados do Brasil no Paraná Erika Paula de Campos, políticas públicas que promovam campanhas educativas e de orientação contra a violência e o machismo são fundamentais para combater esse mau.

“As pessoas não sabem os direitos que elas têm. E, às vezes, em muitos casos elas acham que fizeram alguma coisa errada e são merecedoras daquele tratamento desrespeitoso que afeta sua dignidade e a sua honra como mulher e ser humano”, afirma Campos, que também é professora de Direito na PUC-PR.

Para a especialista, o país possui leis suficientes para combater esse problema, mas o número de denúncias ainda é pequeno, seja por medo ou vergonha, seja por falta de informação.

Gasman, da ONU, concorda que, nessa área, há leis avançadas na América Latina, mas governos precisam promover campanhas para incentivar a denúncia e oferecer a proteção necessária às mulheres que denunciam seus agressores.

Leis para acabar com a violência doméstica existem em cerca de dois terços dos países do mundo. No Brasil, a Lei Maria da Penha entrou em vigor em 2006.
