Economía feminista para salir de la crisis

Más allá de si efectivamente hay o no hay brotes verdes en la economía, la atención está ahora en las condiciones en las que España saldrá de la crisis. Entre las corrientes económicas heterodoxas que alertan de la creciente desigualdad agravada por los recortes y que proponen medidas alternativas a la austeridad está la feminista. Precisamente, estos días se celebra en Carmona (Sevilla) el IV Congreso de Economía Feminista, una corriente crítica del pensamiento económico que tiene en el centro de su análisis las desigualdades, especialmente las vinculadas al género.

Hay dos ejes centrales para la economía feminista. “Por un lado, tiene en cuenta no solo la economía mercantil, sino también el territorio doméstico, donde se hacen los trabajos que permiten sostener la vida cotidiana. No consideramos trabajo solo lo que tiene una contrapartida económica”, explica la catedrática de Historia e Instituciones Económicas de la Universidad Pablo de Olavide de Sevilla Lina Gálvez, una de las impulsoras del Congreso.

La segunda pata de esta corriente es la búsqueda de indicadores del bienestar diferentes al PIB. “No mide la desigualdad o la calidad de vida, y no tiene en cuenta todas las actividades que no son monetarizadas. Por eso, buscamos indicadores y análisis del bienestar más complejos y realistas, para no identificar el bienestar solo con el crecimiento o con lo material”, subraya la economista.

“Pero no solo es un conocimiento teórico, tiene voluntad transformadora”, insiste Gálvez. Por eso, el Congreso, además de la discusión, aspira a aportar un documento con una serie de propuestas políticas concretas. De hecho, hace ya tres años un grupo de intelectuales y asociaciones elaboraron un manifiesto que recogía algunas de las propuestas de la economía feminista para salir de la crisis.

Entre ellas, poner en marcha un plan integral de servicios públicos que permitiera generar infraestructuras sociales, una especie de Plan E que animara la inversión al mismo tiempo que se construían guarderías o centros para el cuidado de dependientes. Un plan que incluiría la universalización de la educación desde los cero años. La economista Carmen Castro defendía entonces que un plan de estas características serviría para reactivar la economía y crear empleo y, al mismo tiempo, atender las necesidades sociales, crear un modelo de sociedad más justo e impedir que las tareas de cuidado sean un impedimento para que hombres y mujeres se incorporen o progresen en el mercado laboral.

Desde entonces, las cosas han cambiado y no precisamente a mejor. “Hay que hablar de cómo está afectando la crisis y, sobre todo, su gestión a mujeres y hombres. Los recortes destrozan lo público y los servicios sociales, de los que las mujeres somos mayoritariamente las usuarias y las empleadas. Por eso proponemos un modelo que haga sostenible la vida, que ponga las condiciones para que todas las personas vivamos mejor y dignamente”, explica Lina Gálvez.

El congreso aspira a introducir un análisis de género en los asuntos que están en el punto de mira económico y social, como la gestión de la deuda y la privatización de bienes básicos como el agua.

“Hay que hacerse preguntas sobre el agua, sobre qué es y de quién es. Desde una perspectiva neoclásica, el agua es un factor productivo. Desde la economía feminista y, en mi caso, desde la ecológica diría que es un activo ecosocial de muchas funciones”, afirma Esther Velázquez, profesora titular de Economía Ecológica de la Pablo de Olavide.

Velázquez considera que hay que reflexionar sobre el uso que se le da al agua y cómo mujeres y hombres intervienen de forma diferente. “Las mujeres siguen siendo las principales cuidadoras del agua, con diferentes consecuencias”, asegura la economista.
